No, I think he meant to say he drew this at school, but at his computer at his home, he painted it.

Considering how well other countries teach English to students, this is a very poor excuse.

Also this same exact picture was posted in a different thread, being claimed to be drawn by a different person.

Considering how hard of a language it is to learn, not really.
The only question should be why the guy is on an English-speaking site then.

Leave the guy's English alone. Just tell him to take some English classes or something, but to add unto what's already been said by several people is unnecessary.
