That is a site for your art. If you have any art on any forum but you would like it to be posted on a site, just join the forum, say hi, and give us your beauty. Sprite comics also count as art. the forum on the other hand is an all discussion forum where you may talk about anything.
You may as well advertise your own site, whatever may it be, as long as you have 5 posts. 10 posts will give you two advertisements etc..
