Anime is very different from American animation programs in the inherent story. anime's usually have one story that needs to be told, so they make a set of episodes to tell that story. It's like a book, an author has a story, and will write 200 or so pages to tell that story.
Anime is like an arther c. clark novel, a nice story, one read, one book
American shows are like star wars books, or james bond books, a basic franchise that will have many small stories for a set oh characters.
there are a few anime's however that simply go on and on, like naruto, or DBZ, or sailor moon.
If FLCL were to have more seasons they would simply cover more summers, which would take away from the original idea of a once in a lifetime adventure.
