Why not? Aside from the fact that all new consoles that just come out not too long ago are expensive, but $400+ dollars for a skeleton package of 360 and costing even more with every necessary (possibly) feature included with 360 in a premium package is just way too much (somewhere around $500, maybe even $600 with the tax included). They can't expect that all gamers are rich enough to buy the system.
Then again, I guess they could in a way, since they are aiming for mature people instead of younger gamers.
As for those ports of SNES/NES games, GBA Connectivity, none of these I will ever need because I find them pointless, so using these as arguments to me, aren't going to work.. But 360's system itself is expensive and is needed to play the games, so that proves my point.
PS3 itself, I will assume it will be expensive considering how PS2 came out with the price tag of around $400, $500 when it first appeared.
