How does the UN make decisions? Through ambassadors: sent by those in power, regardless of their means to power. The UN legitimizes the tyrants that have power. The UN is almost wholly ineffective, as has been shown. The sanctions of the UN hurt the people and further empower the elite (as shown in Iraq). Its not so much that the European states refuse to act, as much as they have an inability to act.
