According to Nintendo, the Mayor ask Link to represent him in a convention of all Mayors and Royalty of the Country of Hyrule.

Now when it comes to TP, I think Mayors will have a larger role. It has been said that there is a yearly meeting of Mayors from neighboring towns of Hyrule to meet at the Castle of Hyrule (the mayor of Link's town can't go, so he sends out Link in his stead). I'm sure that Mayors/Kings/Leaders will have larger roles in this game.

I honestly think Link wont make it to the "meeting" based on all the events that apparently are going to happen, before he even prepare himself to go to this "meeting". So I think the Mayors/Kings/Leaders wont make such a role in the game.
