Yes, but this is for Japan and you have to remember that Japan actually pretty much pays that amount for games this generation. So, don't be too concerned about a perceived price jump for the next generation:

An interesting note for the possible effects of rising development costs in Japan? Sure. Reason to panic and speculate US prices will follow suit and leap from $20-30? Nah.
