heavens-above does seem to be down at the moment, actually I think it's been down since about 2 pm EST. I don't know when it'll be back up but as the shuttle launch was delayed it doesn't really matter now.
Also, if the shuttle isn't able to launch by the end of the month the launch will have to be delayed until fall, I'm not sure of exactly why but I think the ISS will be out of position.
