Well, as of yet, we've not really seen any actual industrialization. The steam boat and train are just advances in technology as of right now. Industrialization refers to introduction of industry on a large scale in an area which we've not actually seen yet, although if I recall correctly, the Gorons and their home at Death Mountain in TP might have had a fair bit of an industrial vibe to them.

Unless we see a steam punk Zelda (God forbid) soon, we probably won't be seeing substantive industrialization in a Zelda game.
