This is Google Moderator. How it works is that, when you visit the page it picks a random idea (album in our case) and lets you vote for or against it, or hold your vote. This way, voting for your own albums will be leveled out because you can vote against other people's albums, and you can't vote for the same album twice. (When you submit your album that counts as a vote for it.)
It also allows embedded Youtube videos, where you can link to songs from the album so that people can get an idea of how it sounds before they vote. This is very similar (and possibly the same technology) which the Obama administration used on Change.gov when they polled the Internet to find out what issues mattered to them, and the same software Google used when they asked the Internet how to improve broadband Internet connections.
