He changed to Ganon only after he was transformed into a beast. Saying USED to only means he's the same guy.
I like how you're thinking though, there is 2 different Ganon's due to the whole "Prince (Zelda's Brother) Ganon". I just watched the ending of
TP, and with that plus developer's statements means he's undecided if he was killed or not. The problem with him being killed is he's already killed Zelda I (which I think is probable to just be Prince Ganon, and the backstory well enough explains how he got there), and
ALttP, meaning
TP and
ALttP need to opposite eachother on the timeline, proving
ALttP on the adult side theory.
