There are two dominant theories at the moment - one is that she is indeed the Fairy Queen, based on her resemblance to the character in the Wind Waker, while the other is that she is the Master Sword, based on the fact that Link has no sword (which Miyamoto said was an important clue), and some design similarities between the girl and the MS.
