Well a world government isn't absolutly needed, but there needs to be a way for the world to adress its problems. Such as poverty and disease. We already have the UN, but it's simply not good enough to fufull our needs. No offense, but if the United States keeps going the way it is, I don't think any region is going to 'lead'. To be honest, I don't see a Type 1 happening any time before Africa and South America stabilise.
