I have beaten OoT with a zero death count (which I always do) and left the 'the end' screen on for 5~15 minutes a couple times and I have yet to hear the scarecrow song thing.

Actually if you make that fatal mistake, you cannot go further
at all. I don't think it matters if you have the Spinner or have a long way. I'm pretty sure everything will be blocked.
