Zant was an original villain to begin with, he is the calm, mysterious, creepy one who extrudes power without even lifting a finger. Ganon is the one who uses brute force and sometimes magic and swordplay to show his power.
There is a huge difference between the two, Zant is definitely not a clone of Ganon
