The mod team should be depicted as a group of armed guardians with unique special powers, like some kind of hybrid of the Knights of the Round Table and Bleach. :3 Some would do policeman-like duties catching thieves and trolls, while others would be out at the borders fighting against invading bots.

I'd imagine Clans to be like Guilds from Discworld. :3 They're not secret, but you have to be a member to join in with the clan stuff.

If I was writing a story, though, rather than a real city I'd imagine it as a virtual reality city, like .hack//sign, in which there are NPCs and classes and stuff. :3
