I think Link has impulses of ones that we can imagine, but maybe since he is a powerful person, he could fully control himself is such situations.
I would have liked to see more of a unique personality in Twilight Princess, but then again, Shigeru Miyamoto wants us to have an imagination of our own when it comes to Link's personality. If he shows himself too much of his own character, then we might as well throw in voice acting. Afterall, Link is a link to the very own person playing him.

And Princess Ruto is indeed naked, but she isn't entirely human. To Link and I am not being in anyway rude here, but she could look like some sort of alien to him. Maybe it is a physical appearance that turns off Link's impulses when he sees her full nude body.

I can only imagine him being more 'turned on' around girls such as Zelda, Malon, Ilia and a few others. But knowing him as we witness him, he may as well be so shy and anxious about sexual acts that he might stay away from it as much as possible.
