Exactly, so qualifications aren't worth crap if that's the case. As I mentioned earlier, employers (here at least) take into account more than just your grades and degrees. They take key skills training, they take work experience, and various activities whether political, religious, or sporty in nature into account to get a better idea of your character. And if it's all based on these, I'd rather see someone with some good credentials get the job than someone who got straight-As and has absolutely nothing else to his name.
And, well, as I've said repeatedly, less qualified doesn't mean not well qualified. And it's a totally different scenario to employing someone who's not qualified at all. Often for the jobs that need high qualifications, they'll only take like, a small margin of error. As and Bs, and nothing less than that, for example. There's not that much difference. So if a person with a few Bs and loads of work experience and social activities to his name gets in over a person with a few As and nothing else special, I wouldn't honestly be surprised nor blame the employer. As you say, an exam only shows your ability to pass exams, not your intelligence level, nor your application of knowledge.
