He seemed pretty secure with only the Triforce of Power at the end of OoT, thanks to his final speech: "I will exterminate your descendants! As long as the Triforce of Power is in my hand..." Since it pretty much permits him to thwart death, to a large extent, perhaps he sees himself as invincible. Therefore, once he figures out he's
not immortal at the end of TP, he would want the other parts again.

didn't die.

Unless the "sages" are simply a collective group, and not a group of particular individuals.
