So he goes from being insecure with just one piece in OoT, to being cocky and passing himself off as a god with just one piece in TP, to wanting the others again in WW? There's nothing to explain why he'd be cocky about having only one piece in TP, since he was defeated by a child with one piece in OoT. He should be insecure and realize there are others with the same level of power.

The number of sages is a misnomer, as Zelda is one of them. The "six sages" are the protectors of Hyrule, and Zelda is the leader of the sages (and a seventh sage herself).

The TP sages say they have been guarding the Mirror since the ancient times when the Interlopers were banished, and thus cannot be the same sages as the ones in OoT, and cannot be their replacements either.
