Indeed, little explanation is given, but it seems to be contradicted by the fact that Ganondorf cares nothing for the other two pieces, and is quite cocky about having one. A far cry from OoT and WW.

Well, the circumstances seem different, and there are less sages in TP than OoT.
But still, I can definitely see some "leftovers" from the time when the game was considered pre-WW.
