Well, if i stand by my belief/speculation that Zant has the ToP after TP, then Zant wins.
And even if he desn't, Zant has Twilight powers and minions, plus Ganondorf's powers to back him up. Majora needs to have a weak minded puppet around to feed off to gain the power to transform and have some stregth to fight.
