From the looks of it, I'd say that this filler is taking place before Hueco Mundo, which is good *sigh of relief* I'm also going to assume that from what the begining of the episode said, the new captain is most likely going to be the bad guy (nooooooooo and I like him too 
). The new chick is cute, and I wonder why Urahara has that *hobbie 
Overall, I think it's providing some good comedic relief before things get really violent and stuff.
Also, one of my sources said the fillers will be lasting for 3-4 months.
