Presumably only inhabited worlds like the Earth would do, but a line of dialogue establishing that would've been nice.
In addition, I found the...atmosphere-fixer to be kinda silly.
And, finally, the Dr. claims to have set it for "Sontaran atmosphere", yet Donna and the genius kid can both breathe it just fine, so it's presumably almost identical to Earth's atmosphere anyways...
Edit: Oh, I think perhaps "Awesome, but impractical" more applies to Davies' work.

I'd say Earth probably has the right conditions, but it does kind of annoy me that Earth is the centre of the universe as far as Doctor Who is concerned sometimes.
The atmospheric thingymajig probably worked that way because most of the gas had moved into the upper atmosphere, but again they didn't explain that either. But damned if it didn't look cool.
Sontaran air also probably has an extra gas in it which may not be something the Sontarans need, but is there anyway. Like nitrogen here. But I think we're making excuses for the writer's plotholes.
Also, I particularly liked it when they asked why the Doctor couldn't just send it up on a delay.
Spoiler (Highlight to read):
"I have to give them a choice."
I just found that pretty powerful in its own way.
