There aren't any particular rules governing the votes and nominations; technically, a person
could vote for his own thread or post
(as a Certain Sacred Sturgeon - quick! say it really fast as many times as you can! - does above, xP) if he so wished.
Anime_Queen outlined the process in the original People's Choice thread, but really, the most important rule to follow would be to vote within the timeframe for eligibility. As for the thread itself:
