Sheik was in ONE part of the draft. In games like TP, most likely the creators have different ideas on how the game progresses and what the main plot even is. They think about it and draft up what will happen. They then probably try to mix and match the ideas, and when they were finished, there was no place for Sheik, who was in a part of a draft not chosen.

So, she couldn't have.
