Skin is softer there, and more sensitive, so it would make sense that if you stroked it you would feel more of the stroking motion than you would if you had done it to your elbow. Whether or not that feels "good" is subjective - for most people, it probably doesn't feel bad. But it's not like... uh... other stuff.

Although, I did know one girl who, and I can't believe it, actually had an orgasmic feeling when someone else tickled her elbow. It was the weirdest thing I've ever seen.
