Kinda depends what you're going for. If you're going for the most evil villain, I guess that'd be like... the devil or something, sice he's like the definition of evil.
The most powerful villain? Eh, people can make such ridiculous villains these days. Like someone being completely immortal and can only be stopped by sealing that person somehow. And that's quite boring, IMO.
