i think the quote has meaning on several layers. The wind blowing is a metaphoric way of saying that death is coming for him and for the old hyrule. but remember in the opening sequence of the game ganon was characterized through the imagery of a dark wind blowing through the land. So although he knows that he (and the old Hyrule that he longed for) is about to die, it is possible that he might come back again. a second wind, if you will. ashes are to a Phoenix what wind is to gannon: destruction in order to begin anew. The wind symbolizes both his destruction and his reincarnation. bit of a stretch but that's an idea.

ganon's internal motivations for the above theory? He grew up in the harsh dezert winds that brought death to his people. Tired of being at the mercy of the wind he is determined to become a destructive force greater than that of the winds of the desert, so he becomes exactly what he grew up hating: destructive power. thus he loathes himself in a way, not only because he became what he once feared, but in the end he was still at the mercy of the wind because link was the Wind Waker and defeated ganon.
