I think he meant that he would return again. At the beginning of the game we hear of an evil wind that blew across Hyrule in the form of Ganon..... could be metaphoric.
Well i think Ganondorf meant the evil wind is still blowing and will continue to blow.

Edit: Ah wait Orici's explaination makes more sense.
