If you don't believe the director quote, then why believe the quote by the designers who were quoting their director?
EDIT: Just for clarification, I don't think Shiggy really intended to
make a sensible progression from OoT to aLttP, but by his own words, it's not a direct progression. Shigery never cared much for timelines.
