Because it hasn't been used yet.
Before OoT, there were no Ice Arrows, and in reality, there are no Ice Arrows. Just because something hasn't been used yet, it doesn't mean it breaks Zelda realities.
But I can see what you mean, though. An arrow changing direction is rather odd.
