The NASB translation identifies it as His "will" and the KJV points it as His "pleasure". Perhaps we will never completely know until the other side, but the best way I can fathom it with my puny mortal brain would be like follows:

1. God, in His infiniteness considers the possibility of a creation
2. Knows who will betray Him and who will accept Him
3. Knows that He loves us
4. Decides it would be best to give us life because He loves us
5. Creates a space (whether infinite or finite measurements I'm not sure) for existence
6. Creates all the matter into a state of singularity
6. Big Bang

How exactly an infinite mind would go through this or probably all at once I'm once again not sure, but that's the absolute best answer I can give ya. But once again I'm sure THE complete answer will be given on the other side.
