I can understand Zant (He just didn't make himself out to be a decent master-mind), but everyone else has a chance or returning, if you ask me.
I would personally love to se Onox and Veran returning, and Ganondorf deserves to be in a bit less games.

They would exist in the Zelda Universe because they were unique ideas. Just because they were created for the Zelda universe, doesn't mean they're destined to return; it just means they one-hit wonder unique characters, and I'd like to see more "One-hit wonders" in the future.
