It's simple logic. All of LOZ's villains have had their story's tied up, their tales told. Nintendo have squeezed the life out of these fellows, so it would be unnecessary to revive them. And no villain other than Ganondorf has been recurring (apart from Vaati, but his story has been tied up, and he wasn't made by the actual Zelda team). Other than Ganondorf and Vaati, every other villain is a one-hit wonder, and their story has been told. Heck, even Ganondorf's story has been fully exposed by the time of OOT, but Nintendo won't let go of him because they're stuck in the past, desperately trying to hold onto their 'glory years'.
So, yeah. Ganondorf or new. This sort of applies to other subjects too - we're not going to see Termina, the Hero Of Time or any of that again, no matter how much you want it to happen.

No. I believe either Vaati or Ganondorf can come back, but probably not those other villains. Also, Nintendo is free to bring back whoever they want, whenever they want, as long as they make it fit in with the timeline.
