Yeah I can see your point now. However, it wouldn't stop people who are addicted to smoking being addicted, so tobacco sales wouldn't necessarily change. They might even increase - the majority of people aren't just gonna smoke blunts if cannabis was legal

Additionally, more people smoking cannabis could lead to more people smoking tobacco; in my experience, most people who smoke a lot of cannabis also smoke tobacco.
