I'd say it depends on the type of computer you have as to which program is best. On the Vista monster, I've found MSN to blaze through while AIM is in the back trudging along slowly. The XP Proffesional edition gives the same results while XP Home edition had MSN and AIM both at the same crappy level.
Any windows computer ME or less, I'd say to go with AIM because MSN does take up quite a bit of memory to run and such. These results would also be based off what you'd have stored on your computer. It's common knowledge that the more virtual memory you have empty on your computer, the better it'll run certain programs.
I didn't know that you could download an IRC program, other than connecting directly through their site ._.
