As for the Skull Kid, I think you were able to stun him the first time because he wasn't expecting it. He wises up after that, which is why he blocks it and laughs at you.

As for the windmill guy... well, in MM he's not really a windmill guy, is he, since there's no windmill. And I think people like him because, well, I guess people in Termina have a weird taste in music.
