I don't remember hearing or reading anything that said he was alive. If you think about it, all the sages die before they find out they are a sage. Saria gets killed, Darunia gets killed, they all get killed before they find out they are a sage. So Rauru could of been alive before he knew he was a sage and died (or got killed) and found out he was a sage.
