I always thought that Kaepora Gaebora could be Rauru. Rauru i think says something like he has been watching over Link and he could be refering to the time he watches over him as an owl.
And about the gossip stones, although it does not actually say that Rauru is the light sage, it could be in a way be refering to it. Like how it says he is "light hearted". In the end its just gossips and the information giving can be misinterprited.
