Personally, i think he is. There are two Gossip Stones (or maybe it was one) in the Sacred Forest Meadow. They say something along the lines of "The own Kaepora Gaebora was once a sage" Or something like that. Can someone find me the actual quote on the Gossip Stone? Oh ya, the other stone said that Gaebora's really light or something.
