The Senator Ganondorf is too star wars esque. Ganondorf should openly be king of the gerudos. Perhaps he'd secretly control a "shadow army". If you watch One Piece, it's like Crocodile controlling Baroque Works. No one knows what Crocodile's real name is, but in truth he leads everyone to think he's their savior.

Keep the gerudos as one race. The zoras already have division.
