I like that idea of annoying Zoras attacking the civilized ones. Maybe a little Zora revolt against them [the civilized Zoras] for being allied with the other races? And yeah, that is pretty much how I pictured the Gorons. How about the Gerudos are split up between the old Gerudos and the new ones?

Old Gerudos: Still against the Hylians and loyal to their secret leader (Ganondorf who is a senator or something like that in the Gerudo government). They operate secretly trying to incite another war and to bring down the new Gerudo government to return to their traditional ways.

New Gerudos: Wanting to ally themselves with the Hylians and the other races. They are trying to put down a revolution inside their own state. Ganondorf has great influence over the government and over the diplomatic relations between the Gerudos and the other races.
