Well, if you insist on trying (no matter how bad an idea so many people have told you it is) I may aswell make sure it isn't a total disaster.
- Don't make such a distinction with your hylian cities having rich and poor areas is fine, but you shouldn't suddenly change. Perhaps make it 6 tiered. Upper Upper Lower Upper Upper/Lower middle, and Upper/Lower Lower. Also, put a few nasty allies/back streets in the rich area. Then have the city decline in granduer gradually. Perhaps even a section over run by gangs. Creates a nice diverse area.
-Interesting idea for the Zoras, but as we can see in some Zeldas, some Zoras aren't so civilized. Perhaps have a second set of Rouge Zoras. The sort that would attack their "more civilized" counter parts. On the other hand, the city dwelling zoras will be arrogant, and stuck up. Like higher upperclass stereotypes. And other than a marine corps, they will all be sissies.
-Gorons should definately remain set in their ways. That's the type of race they are. Perhaps have a large steam powered city for them. Built right into the mountain. Lots of gears hear and there. Perhaps a large clock in the center or something.
-Gerudos should probably stick to one fortress. They're not the type to make a real state. Just give them a large fortress with very heavy security.
Also, don't set it in the Adult timeline. Put it in the child timeline where there never was a flood. Makes the story easier.
PS: I am still opposed to a futuristic Zelda.
