He is in the south-eastern area of the North-Western map. It looks like a huge King of Red Lions, and the guy on-board dresses up like you. Talk to him a few times, and he will ask you to train with him. Train with him enough, and you can do a mini-game similer to the Orca swordsman training from WW.
I think my record is somewhere around 700 or 800.
