It is indeed true. The guild voted on the newest proposal from the studios, and 92.5% voted to return to work immeadiately. While neither side is completely happy with the outcome, it would seem that they are at least content. I know that late-night writer's got screwed out of internet royalties, but primetime got at least part of what they asked for.
Still, the impacts will be felt on television for a long time. Lot's of new shows are either going to have to settle with short seasons, or have gotten canned because they didn't have time to find an audience in the short time they were on. 24 fans are going to have to wait until 2009 for any new episodes.
Most half-hour comedies are planning on 5-7 more episodes, which will start airing in April/May. Hour-long dramas are mostly going for five or so new episodes, but it varies.
Scrubs, because it has been specifically mentioned, will resume April 10th, last I heard. They have four episodes already from before the strike that were never shown. Now, the tricky bit is the series finale. I'm not sure if NBC has ordered the final four episodes to finish up the season, but Bill Lawrence has said multiple times that he's going to get a finale out there. If NBC decides to pass he'll try for ABC, who might finance and air the final four episodes, or put them on DVD.
