All in all I like this character. Just a few things I need to ask:

-As rare as I'm sure she'll use those scissors, the fact they can potentially kill any character makes them too powerful, even for their minor drawback, so I'll need to ask you to tune those down.
-The White Matter she produces is interesting, but give its stages as solid, liquid and gas designated strengths and drawbacks, since it seems a bit strong.

Overall, this character is good, just those two things need a bit of tweaking, and then you're good to go. ^_^
