Quill is a cooler looking postman that's a larger plot character and the other postmen. The postmen have become integrated into the series, though.

First there was the wandering running man. Than the postman in MM that was the running man's counterpart. Then he was in OoA in his office, a Rito in TWW, and back to a Hylian in TP and TMC. In PH he was a Hylian with wings instead of a Rito for some reason.
