You can use GIMP for a Photoshop PSD. They support the .psd file format. It's free, and the program itself now supports the adobe brush file format. (.abr) so it's quickly becoming even more popular.

I'd do it, but what text do you want used? It'll look kind of corny if a different font is used than the rest of the banner.
