They live in Hyto, a world very much like our own. And it's sixteen years, not fourteen. As stated in
The Fatal Game, Hyto's about as advanced as we are. I'd say they're about where we were in 2006, except without any wars going on anywhere. That's why there's electricity, TVs, video games, etc.
